THE CARL MOYER PROGRAM HAS EXPENDED ALL FUNDING, PLEASE CHECK BACK TOWARDS THE END OF THE YEAR. This program is designed to promote the introduction of low-emission technologies and is based on the California Air Resources Board’s (CARB) “Carl Moyer Memorial Air Quality Standards Attainment Program”. If a conflict between the CARB program and this program arises, then the Northern Sierra Air Quality Management District (NSAQMD), in its sole opinion, will determine the resolution. Additional information can be found at http://www.arb.ca.gov/msprog/moyer/moyer.htm The NSAQMD is primarily interested in technologies that reduce oxides of nitrogen (NOx) emissions. The NSAQMD is also interested in technologies that reduce particulate (PM10) emissions. However, PM10 reductions will only be considered as a funding criterion in the event of a tie breaking procedure. This program provides incentives to purchasers of low-emission technologies, including: - On-road vehicles with a gross vehicle weight rating of greater than 14,000 pounds
- Off-road self-propelled vehicles with an engine rated at 50 horsepower or greater
- Agricultural pumping applications with an engine rated at 50 horsepower or greater
- Locomotive applications
- Marine applications
- Forklifts
- Airport ground support equipment
- Auxiliary Power Units for Reducing Idling Emissions From Heavy Duty Vehicles
The NSAQMD is seeking local public or private agency fleets in Nevada, Sierra and Plumas Counties interested in: - Purchasing new original equipment manufactured (OEM) low-emission or zero emission models that have substantially lower emissions than otherwise required.
- Replacing older engines with newer engines with substantially lower emissions.
- Retrofitting existing engines — Incorporation of a technology or process, which results in lower emissions from an existing engine.
The widespread use of lower emission technologies can provide significant improvements to air quality; therefore, the NSAQMD is making available funding ($$$) to assist local operators to purchase such technologies. This program requires that purchasers of low-emission technologies apply for incentive approval prior to low-emission technology purchase. For a complete packet of information, click here (.pdf).
